Have you looked at 'voice to print' computer programs? Or at having someone write his answers to tests as he dictates? (We have a high schooler in the county who does that..of course extended time is needed)

DS had that in his old school ( Department of Defense) . He was given the laptop while at school and they bought the program for him to use. They had to get the program to recognize his voice. He did not really get to use it long since we moved.
